Public Discourse and Pro-Social Market Behavior (Wednesday 24 April 2019)

Abstract This paper studies the impact of public discourse on socially responsible market behavior. We extend the experimental market paradigm developed in Bartling et al. (2015), in which firms and consumers exchange products that differ in their social impact, with products that mitigate a greater degree of an externality imposed on third parties also cost more to produce. Prior to interacting in the market, we give market actors and impacted third parties the opportunity to discuss “socially appropriate” market behavior via a forum. We find that such public discourse substantially increases market social responsibility in two distinct samples, from Switzerland and China. We identify the mechanisms driving the impact of public discourse on pro-social market behaviors by having subjects discuss either behind or in front of a “veil of ignorance” regarding their roles in the market interaction and by varying whether we give affected third parties a voice in the discourse. Bio Björn Bartling is Professor of Economics at the University of Zurich and Visiting Professor at the Centre for Experimental Research on Fairness, Inequality and Rationality at the Norwegian School of Economics. He uses experimental methods to study the impact of non-selfish motivations on decision making, governance structures, and allocations in markets and institutions. His work has been published in leading economics journals like the American Economic Review, Econometrica, Review of Economic Studies, and Quarterly Journal of Economics. The Political Economy of Medicaid: Ideology, Eligibility, and the Consequences of Cost-Saving Measures (17 April 2019)

We explore the linkages between government ideology in U.S states and geographic variation in Medicaid program design and operations. Medicaid eligibility criteria tend to be more generous in liberal states. Simultaneously, fee-for-service reimbursement rates for physician services have been notably lower in liberal states. These two patterns lead to the following question: to what extent does the partisan composition of the government drive eligibility and reimbursement over time? If cost-saving measures accompany eligibility expansion, then what are their consequences for resource allocation? We explore long-run linkages among partisan composition of the government, eligibility, cost-saving measures, and expenditures for the Medicaid expansion from the mid-1990s to 2010. Our analysis consists of four steps. First, we analyze how much the partisan composition of the state government drives eligibility expansion. Second, we explore the tradeoff between breadth of eligibility and fee-for service reimbursement rates. Third, we investigate driving forces behind the evolution of the delivery systems, i.e., Medicaid managed care diffusion. Fourth, we analyze the resulting patterns of per-enrollee spending. We find that the partisan composition of the state house played a critical role in the relatively later stage of eligibility expansion and the reduction of fee-for-service reimbursement rates over time. While the HMO penetration in the private insurance market drove the Medicaid managed care diffusion, the diffusion also tends to go hand in hand with the reduction of fee-for-service reimbursement rates. Finally, Medicaid per-enrollee spending increased substantially over time despite the adoption of cost-saving measures. This unintended consequence was due to the systematic changes in HMO practices that coincided with the eligibility expansion.

講者簡介   張煒 張煒,當代著名作家,他於2014年出版《張煒文集》四十八卷。其作品曾被翻譯為英、日、法、韓、德、塞、西、瑞典、俄、阿、土、羅、意、越、印等多國語言。他所著的長篇小說計有《古船》、《九月寓言》、《刺猬歌》、《外省書》、《你在高原》、《獨藥師》、《艾約堡秘史》等共二十一部。他的作品屢獲殊榮,包括優秀長篇小說獎、「百年百種優秀中國文學圖書」、「世界華語小說百年百強」、茅盾文學獎、魯迅文學獎、中華優秀出版物獎、中國作家出版集團特別獎、《亞洲周刊》全球十大華文小說之首、中國好書獎、暢銷書獎、南方傳媒大獎傑出作家獎等多個獎項。張煒的近作《尋找魚王》、《獨藥師》、《艾約堡秘史》引起極大迴響,也獲得中國好書獎、年度好書獎等多項榮譽。 閻連科 閻連科,中國當代著名作家,1958年出生於河南嵩縣,1978年應徵入伍,1985年畢業於河南大學政教系、1991年畢業於解放軍藝術學院文學系。1979年開始寫作,主要作品有長篇小說《情感欲》、《日光流年》、《堅硬如水》、《受活》、《為人民服務》、《丁莊夢》等八部。中、短篇小說集有《年月日》、《黃金洞》、《耙耬天歌》、《朝著東南走》等十餘部,散文、言論集五部,另有《閻連科文集》十二卷。閻連科曾先後獲第一、第二屆魯迅文學獎,第三屆老舍文學獎和其他國內外文學獎項二十餘次。閻連科於2014年獲得卡夫卡文學獎,成為該獎史上第一名中國籍得主。在2017年,他更以小說《日熄》奪得第六屆「紅樓夢獎:世界華文長篇小說獎」首獎,以及獲香港科技大學頒授文學榮譽博士學位。其作品被譯為日、韓、越、法、英、德、意大利、荷蘭、以色列、西班牙、塞爾維亞等十餘種語言,在二十多個國家和地區出版。閻教授現為香港科技大學賽馬會高等研究院冼為堅中國文化教授及中國人民大學文學院教授。     關於中國文學創作研究專題   香港科技大學賽馬會高等研究院自2013年秋天開展了中國文學創作研究專題,由著名的文學理論家及評論家劉再復教授主持,計劃每年邀請三至四位蜚聲國際的中國當代作家及學者來駐校訪問。項目為促進香港科技大學的人文科學教育,讓師生有機會跟世界級的一流文學大師當面對話與接觸,從而體會中國現當代文學的魅力,並開發自我創作的潛力,體會多彩和詩意的文學想象世界。
